Gam, a Nigerian teacher working in Shaanxi, recently successfully obtained the first integrated work permit and social security card at Bank of China (2nd Ring Road Century Star Branch in Xi'an). 

To enhance the work experience for foreigners in China and improve management efficiency, Shaanxi Province officially integrated the work permit and the social security card for foreigners on January 15, 2025. By utilizing the various functions of the social security card, the province aims to offer more convenient and efficient services to foreigners working in Shaanxi.

"I just learned that I am the first foreigner in Shaanxi to receive this card, which is a pleasant surprise for me." Gam said that this card will provide more convenience for his work and life in Xi'an.

Work permits and social security cards are essential credentials for foreign nationals living and working in China. Previously, these documents had to be applied for separately. However, with the implementation of the new policy, foreign workers no longer need to apply for a physical work permit upon entry into the country. The "integrated card" combines various financial functions, such as payment settlements and fund disbursements. It offers foreign cardholders convenient services spanning social security, medical care, transportation, and tourism. This effectively achieves a "one-card-for-all" solution for foreigners in China.

To apply for this integrated work permit and social security card, foreigners working in Shaanxi can follow a streamlined process, thanks to the initiatives from the Bank of China. Su Xiaoning, Deputy General Manager of the Personal Digital Finance Department at the Shaanxi Branch of Bank of China, stated that their branch is one of the first to offer the "Join in Card" initiative. Foreigners who wish to apply for this card should visit one of the designated Bank of China branches: the Bank of China (2nd Ring Road Century Star Branch) or the Bank of China (Xi'an Hi-tech Development Zone Branch). Applicants should bring their passport, work certificate, and labor contract. The card will be produced and issued on-site during the visit.
