On April 11, the "Year of Turkmen Culture" art and cultural performance in China was held in Xi'an. The event was jointly hosted by the Ministry of Culture and Tourism of the People's Republic of China and the Ministry of Culture of Turkmenistan, and organized by the Shaanxi Provincial Department of Culture and Tourism. A series of performances showcasing the unique customs and traditions of Turkmenistan provided a spectacular cultural feast for the audience.

Myrat Aradov, Director of Magtumguly National Music and Drama Theatre of Turkmenistan, stated at the opening ceremony that cultural relations between Turkmenistan and the People's Republic of China are currently deepening, with cultural and artistic workers from both countries actively participating in cultural events held in each other's nations.

On January 6, 2023, China and Turkmenistan issued a joint statement emphasizing expanding cooperation in cultural, educational, scientific, technical, and other fields, intensifying work on the creation of a Turkmen cultural center in China and a Chinese cultural center in Turkmenistan, promoting the joint implementation of the Luban Workshop project, and holding Cross Years of Culture in 2023 and 2024.
In November 2023, the Shaanxi Provincial Department of Culture and Tourism organized Shaanxi artists to travel to Turkmenistan for the opening ceremony of the "Year of Chinese Culture", presenting a spectacular performance that expressed the shared hope for enhanced cultural exchange, mutual learning, and people-to-people connectivity between China and Turkmenistan.
The Shaanxi Provincial Department of Culture and Tourism hopes to leverage this event further to deepen exchanges with neighboring countries, including Turkmenistan, seeking greater cooperation and mutual benefit through cultural tourism.
