In May 2023, Xixian New Area took the lead in launching a pilot program for foreign talent innovation and entrepreneurship within the Free Trade Zone in the province, building a Chinese stage for international talents to showcase their talents through institutional innovation and service upgrades. Over the past two years, many foreign talents have realized their entrepreneurial dreams here.

Xixian New Area has established platforms such as the RCEP International Talent Service Center, Foreign Experts Library, and Immigration Affairs Service Center, providing comprehensive and meticulous services in working permits, residence visas, tax incentives, children's education, medical security, and community integration.

Anna, a Russian international student who graduated from Xi'an Jiaotong University, founded Shaanxi Espero Network Technology Co., Ltd., which mainly provides consulting services in three areas: education, business, and tourism for expats from various countries.

"The staff helped me sort out my business plan, put forward market-oriented development suggestions, translated relevant Chinese laws and regulations for me, and guided me through the processes of Chinese enterprise registration, taxation, and business management. Without the help of Xixian New Area, it would have been difficult for me to register the company so quickly," Anna said. Since its establishment more than a year ago, the company has completed 7 foreign-related contracts and achieved remarkable performance.

To better provide precise assistance for foreign talent entrepreneurship, Xixian New Area has also established regular linkage mechanisms with more than 20 universities such as Xi'an Jiaotong University and Northwestern Polytechnical University. Xixian New Area has built an international science and technology cooperation alliance, bringing together over 100 member units, more than 30 overseas cooperation units, over 50 international cooperation bases, and 6 offshore innovation and entrepreneurship centers.

Over the two years of the pilot program, Xixian New Area has helped more than 10 enterprises introduce over 30 overseas high-level talents; 18 foreign talents have obtained working and residence permits through the foreign talent innovation and entrepreneurship policy, and 17 new foreign-funded companies have been established.

As a national-level new area, the main window of Qinchuangyuan Platform, and a talent development reform pilot zone, Xixian New Area is gathering global talents and forming a vibrant international innovation and entrepreneurship ecosystem.
